1. JOB PURPOSE:The ultimate objective of the National Project Implementation Coordinator (NPIC) is to achievethe Programme’s objective and outcomes through applied leadership of the Programme Team;coordinate development and implementation of the National Framework for Climate Services(NFCS); foster close cooperation with key programme partners.The NPIC will be responsible for coordinating, conducting, and supervising the day-to-dayoperation and implementation activities of the project. The NPIC will lead the Project Team andwork closely with the Project Management Unit (PMU) based at UNEP, the Department of METservices and the Executing Entity - the Climate Change Department, and locally engagedtechnical personnels and the regional Technical Partners.
2. PROJECT BACKGROUNDThe overall goal of the Programme is to increase the resilience of populations in the CookIslands, Niue, Palau, the Republic of the Marshall Islands (RMI) and Tuvalu to climate changeand climate-related hazards, through the delivery of timely, accurate and actionable climate andocean information and early warnings to facilitate climate-resilient policy, planning,preparedness and response actions.
The Programme will establish integrated climate and ocean information services and multihazardearly warning systems (MHEWS) in five Pacific Small Island Developing States (SIDS):
Cook Islands, Niue, Palau, RMI and Tuvalu. This will be achieved through the following fourinter-related Programme Results:Programme Result 1:Strengthened delivery model for climate information services and MHEWS covering oceans andislands. This will put in place the institutional frameworks, market analyses, financial policiesand mainstreaming of climate risk knowledge to underpin a sustainable business delivery modelfor climate services.Programme Result 2:Strengthened observations, monitoring, modelling and prediction of climate and its impacts onocean areas and islands. This will transform the five National Meteorological and HydrologicalServices (NMHSs) from WMO Basic (Category 1) to Essential (Category 2) level; meet thesurface-based standards of the Global Basic Observing Network (GBON); establish end-to-endOcean Information Services; establish Quality Management Systems (QMSs); and supportImpact-based Forecasting – with a focus on building in-country capacity for long-termsustainability.
Programme Result 3:
Improved community preparedness, response capabilities and resilience to climate risks. Thiswill establish last-mile delivery of early warning and early action in island communities throughenhanced warning communication, dissemination, and building preparedness and responsecapacities. It will also introduce Forecast-based Financing to facilitate the shift from traditionalreactive responses to pre-event early action.Programme Result 4:Enhanced regional knowledge management and cooperation for climate services and MHEWS.This will optimise synergies among the Programme countries; establish an interactive ICTplatform and harmonised data management; institute joint learning and training though WMOand other training centres; and foster networking and mentoring in support of Programmeimplementation.
The Programme will be executed by five national Executing Entities (EE) designated by theGovernment in each country. The national EE for Tuvalu is the Climate Change Department(CCD) in the Ministry of Finance. The EE is working closely with the Tuvalu MeteorologicalService (TMS) in which the Project Management Team (PMT) will be stationed. The PMT willbe accountable to UN Environment Programme (UNEP) for Programme execution in Tuvalu,and for the effective and efficient use of resources. In addition, UNEP will undertake limited EEfunctions through its Sub-regional Office for the Pacific, including in the context of Programme Result 4 focusing on regional knowledge management and cooperation. Consultants and Technical Partners will be contracted to undertake relevant activities as appropriate.Technical Partners will include the Secretariat of the Pacific Regional Environment Programme(SPREP), the Pacific Community (SPC), Australian Bureau of Meteorology (BoM), New Zealand National Institute of Water and Atmospheric Research (NIWA), the U.S. NationalOceanic and Atmospheric Administration (NOAA), the International Federation of Red Cross and Red Crescent Societies (IFRC), University of Hawai’i (UH), East-West Center (EWC) andAPEC Climate Centre (APCC), with technical advice from the World Meteorological Organization (WMO). UNEP is the Accredited Entity (AE) to the donor, the Green Climate Fund (GCF), and will be responsible for overseeing the implementation, financial management, evaluation, reporting and closure of activities under the Programme. UNEP will ensure that the Programme is implemented according to the policies and guidelines of UNEP and the GCF. The Programme will be implemented across 5 years beginning 13 September 2021 or the date of effectiveness of the Funded Activity Agreement between the GCF and UNEP.
3. KEY RESPONSIBILITIES:The National Project Implementation Coordinator (NPIC) has the following key responsibilities:• Acquire on-the-ground information to inform UNEP progress reports;• Engage with Programme stakeholders;• Arrange NCC and other meetings;• Support Niue Meteorological Service to conduct annual National Climate Outlook Forums(NCOFs);• Assist the PMU in the preparation of national annual work plans, budgets, procurementplans and related documents/reports;• Ensure Programme inputs are recorded in a correct and transparent manner for inclusion innational budget preparations, amongst others;• Provide technical support and strategic guidance, including measures to address challengesto Programme implementation;• Identify potential problems and issues to be addressed;• Participate in training activities;• Write technical reports; and• Facilitate relevant expert activities.
4. MAIN DUTIES AND OUTCOMES:The National Programme Implementation Coordinator (NPIC) will be overall responsible for theday-to-day management of the Programme. The NPIC will have the following main duties andresponsibilities;• Supporting the Programme Management Team (PMT) to oversee and ensure the overallquality of programme management, reporting and monitoring at the national level in linewith the budget and workplans, and in accordance with GCF and UNEP guidelines;• Convening the National Coordination Committee (NCC) for Tuvalu, which will provideoversight and guidance for country-level implementation of the Programme;• Support the PMT in Project-related financial management and disbursements;• Participating in the development and implementation of the National Framework forClimate Services (NFCS) and Climate Sector Action and Communication Plans for keysectors;• Ensuring effective and efficient use of Programme resources;• Establishing and maintaining a good working relationship with national Executing Entities(EE), Regional Technical Partners and other relevant stakeholders to implement theProgramme effectively;• Ensuring that implementation of Programme interventions is aligned with national policiesand priorities;• Ensuring that implementation of Programme interventions is gender-responsive andsupports achievement of targets outlined in the Gender Action Plan for the Programme;• Promoting strategic partnerships and resource mobilisation to develop climate servicesusing a value chain approach; and• Ensuring exchange of information and knowledge across the five countries involved in theProgramme.
5. INSTITUTIONAL ARRANGEMENTWorking under the Project Management Team and provide leading role in the implementation ofthe project, the National Project Implementation Coordinator, reports directly to the Director ofTMS, in close collaboration with the EE - Climate Change Department. The NPIC is required tomaintain active and effective cooperation with the Project Management Unit (PMU) based atUNEP.The NPIC will be physically station at the TMS Office.The NPIC may be asked to report from to time to time to the Executing Entity (EE) representedby the Director of Climate Change when requested.
The official communication protocol for the Project Team will be provided to the project partnersand the PMU based at UNEP.6. DURATION OF WORKThe services of the National Project Implementation Coordinator will be requested for 5 years.7. DUTY STATIONThe National Project Implementation Coordinator will be housed at the TMS office in Funafuti,Tuvalu.8. MANDATORY REQUIREMENTS:Academic qualifications:• Graduate degree in a relevant field in Meteorology, Climatology, Climate Science orEnvironmental Science.Knowledge, skills, and experience:• A minimum of 10 years of proven relevant, practical working experience managing similarprojects.• Experience in Pacific Island Countries (PICs) and Small Island Developing States (SIDS)is highly desirable.• Experience working with government counterparts at high levels.• Experience working with a wide range of stakeholders (development partners, NGOs,academia, private sector, civil society organisations, women’s groups, etc.)• Experience technical assistance projects and GEF/UN projects, and a strong understandingof GoN and UNEP mandates, policies and procedures would be an advantage.• Strong leadership, management, and negotiation skills.• Strong ability to work as part of a team and actively pursuing networking.• Ability to function effectively in an international, multi-cultural environment.• Excellent written and verbal communication skills in English and Tuvaluan.• Excellent computer skills as well as analytical and problem-solving skills.Competencies: Corporate Competencies
