POSITION TITLE: Maintenance and Operation Technician

DURATION AND SALARY: 5 YEARS [AUD16,900]

LOCATION: TMS OFFICE, FUNAFUTI

1. JOB PURPOSE
The Maintenance and Operation Technician (MOT) will principally support Tuvalu
Meteorological Service (TMS) in implementing Output 2 ‘Strengthen observations, monitoring, modelling and prediction of climate and its impacts on ocean areas and islands’, and other relevant activities of the Project.
The ultimate objective of the MOT is to achieve the Project’s objective and outcomes through enhancing the national observations and monitoring networks to World Meteorological Organization (WMO) Global Basic Observing network (GBON) standards and establish quality management systems (QMSs).

2. KEY RESPONSIBILITIES
The Maintenance and Operation Technician (MOT) has the following key responsibilities:
• Strengthening infrastructural and in-country technical capacity to enhance observations and monitoring networks
• Responsible in securing and maintain TMS database and office network.
• Conduct all troubleshooting and programming on TMS network and monitor the system.
• Manage and sorted office internet & intranet network configuration
• Report and discuss on technical failures and solutions.
• Provide monthly technical reporting

3. MAIN DUTIES AND OUTCOMES
• Installation of new and upgraded infrastructure and equipment to strengthen the network and extend the geographical coverage of climate and weather observations in compliance with WMO GBON standards and WMO Integrated Global Observing System (WIGOS) regulatory and guidance material.
• Facilitation of training and support for observations, monitoring and ongoing maintenance; establishment of a robust Quality Management System; and enhancing the application of ICT in MET services operations.
• Configure and monitor all IPs network connectivity.
• Troubleshooting and repair of all office computers, laptops, monitors…..
• Installed and upgrade new software and hardware on all office appliance
• Develop and maintain Office website
• Maintain safety and health of appliance from harmful attackers on the network
• Maintain records and stocks on all office equipment.
• On call whenever a fault occurs to our network. Restore network from backup’s servers.
• During bad weather and strong wind warning the officer is expected to be readily available at the station.
• To ensure all observation send via Global Transmission System (GTS) network is virusfree and documented accordingly.

4. INSTITUTIONAL ARRANGEMENT
Working under the overall supervision of the Project Management Team that headed by the National Project Implementation Coordinator (NPIC), to whom he/she will report directly to, and in close cooperation with the Project Management Unit (PMU) based at UNEP.
The Maintenance and Operation Technician (MOT) will be physically station at the TMS Office, and reports to the National Project Implementation Coordinator (NPIC).
The MOT may asked to report from time to time to the Executing Entity (EE) represented by the Director of Climate Change when requested.
The official communication protocol for the Project management team will be provided to the project partners and the PMU based at UNEP.

5. DURATION OF WORK
The services of the Maintenance and Operation Technician (MOT) will be requested for 5 year of the project implementation phase.

6. DUTY STATION
The Maintenance and Operation Technician (MOT) will be housed at the TMS Office in Funafuti, Tuvalu.

7. MANDATORY REQUIREMENTS:
• A Bachelor degree in Computing or any related field on Networking Administrator,
Database Developer, Software Engineering, Information System and Information
Technology, with consideration can be given to a Diploma holder.
• Good knowledge with experience of up to 5 years on Information Systems or Technology networking.
Desirable requirements
• Capable of being trained to train the trainees on new software technology.
• Have self-confidence in work independently and long hours.
• One with a high sense of responsibility in the management of office assets.
• Good in both written and spoken English & Tuvaluan
